Indian education system is undergoing a lot of changes recently. It would be apt to call the moves of the HRD Ministry in the field of education the big and revolutionary steps required for the reformation of education at each and every level.
Hence, October 25 will be a significant day for the education system in India as the Union HRD Minister will hold meeting with all the State education ministers at the Central Advisory Board of Education (CABE) meet to discuss the following,
No detention policy, the New Education Policy
Mainstreaming the out of school children
Solving the issue of more number of teachers vacancies in schools
Improving infrastructure of government schools
Increasing skill and technical education
Extending RTE to pre-school and secondary education
What is no detention, the new education policy?
The no detention policy is a clause in article 16 of the RTE Act 2009. No detention policy says that no child would be held back in any class or expelled from school till it completes elementary education or up to 8th standard. The children will not have board exams till they reach 8th standard. This rule is compulsory and all the schools need to follow this.
Mainstreaming the out of school children is another issue going to be discussed at CABE and it is a predominant problem in Indian education system since many students are unable to complete their schooling due to lack of required resources. The special classes for the deprived can help the nation achieve complete literacy by 2030.
Asking for an excellent performance from the government schools without proper facilities would be unfair on the part of the government. Hence, the CABE meet will also discuss how to equip the government schools to deliver excellent education for the future of the nation. The meet will also focus on increasing skill and technical education in these schools.
Even though the HRD Ministry has taken up no detention policy seriously, many of the States are not happy with the policy because according to them the said policy has affected the quality of learning in their schools.
All the above mentioned important decisions will be taken on October 25.
